On Friday, June 7th, 1985, Nashville’s The Fan Fair, also known as “The Country Explosion” was days from its grand opening, and the city was flooded with strangers; the same afternoon, a man named Ricky Lee Franks would return to Nashville, his hometown, and see his family—briefly—before disappearing. Ricky Lee Franks had been living in a group home in Dickson, TN, and no one—not the cold-case detective now assigned to his case, or Ricky’s eldest sister, Sylvia—is quite sure how Ricky made his way back to Nashville that Friday. They also don’t know what happened afterward. . . though there have been leads that have taken investigators across state lines. That’s because years later, his family would hear startling reports of a stranger, calling himself Ricky Franks, traveling across the Southeast.

Julie Doe — Unidentified

We provide updates on our coverage of Julie Doe, an unidentified decedent and probable homicide victim found along a Florida highway in 1988. Julie was a trans woman assumed to be cisgender until 2015; since its inception, the Trans Doe Task Force has worked to amplify her case and actively seek her loved ones and chosen family in hopes of resolving her case. The Disappearance of Carlos Ariel Delgado Mancha: No Report Filed

Carlos Delgado disappeared in 1997, but there’s no formal record of this fact—at least, not one his family can access. Although ICE allegedly holds that information in their internal records, there is no listing for Carlos, who was in the US on a temporary residency visa, with NamUs or any other state or county agency. And that has made tracking him, and publicizing his case, extraordinarily difficult. Add in the circumstances of Carlos’’ life, and his place among the “missing missing,” and his son Hugo and niece Sheila have had a hard road toward seeking help in publicizing his case.

Detroit’s Unidentified Dead: Operation UNITED

Across the United States, major cities are faced with dozens, if not hundreds, of cases of unidentified decedents: Doe cases who, whether they are homicide victims or have died of other means, are people who may represent more than one of DPD’s cold cases: there are many missing-persons reports which could be resolved by matching the deceased to reports of the missing. The problem lies in a lack of readily available DNA evidence; until the mid-2000s, it was not standard procedure to retain such samples, and most major cities have cases dating back well into the 20th century. Detroit, MI is no exception--but they are unique in their solution.

In Detroit, multiple agencies, including the DPD, FBI, medical examiner, and anthropologists from across the state have joined forces as Operation UNITED(Unknown Names Identified Through Exhumation and DNA)--and case by case, they are working to re-identify each victim and return them to their loved ones.
